Special Interest Spending
Aurora for a Stronger Economy (spelled as "Econompy" in filings) has as it's registered agent Katie Kennedy, who has used email addresses in others of her numerous IEC filings from Stand for Children (an education reform advocacy group) and Strategic Compliance LLC, yet gives a mailing address that matches BluePrint Strategies, a group that represents the interests of the Oil & Gas industry (Source, as it is happening in Greeley as well).
The group received $100,000 total, all on the same day but divided into 5 separate $20,000 payments, from Vital for Colorado, an organization consisting of Oil & Gas industry groups, connected individuals, and companies. Vital for Colorado was their one and only donor.
A total of $95,661.78 was spent on digital advertising, robocalls, phonebanking, mailers, and tv ads (for At-Large candidates Tim Huffman and Dave Gruber).
All candidates supported:
- Sally Mounier - Ward I incumbent; Republican
- Bob Hagedorn - Ward II candidate; Democrat
- Marsha Berzins - Ward III incumbent; Republican

Failed to get on Ballot
"Entertainment District"
No official name was ever given, but it has been known locally as the "Entertainment District" measure, or for the "Racetrack", or noted for it's proposed removal of the provision against elected city officials having the authority to promise public funds to subsidize privately-owned racetracks.
This will be the third such time this measure will be attempted since 1999. The previous measure lost by 1,000 votes in 2015.
It will go to the ballot via a City Council vote, with 7-3 voting for it. Barb Cleland (At-Large), Charlie Richardson (Ward 4), and Marsha Berzins (Ward 3) voted against it, with Richardson claiming the proposed amendment never went to committee.
Sally Mounier (Ward 1) championed both the 2015 and 2017 efforts, calling Richardson "a bully".
The racetrack measure was taken off the ballot by a vote of the council due to proponents saying the didn't have enough time to reach voters. A medical condition was also cited. Mounier promises to revisit this again in 2019 (even though city ballot measures can also occur in even years), effectively making her 2017 re-election campaign a referendum on the proposed racetrack.
The Ballot language is written as follows:

The Charter Amendment language is as follows:

Arguments For
- Sally Mounier, Councilmember Ward 1: "The plan is to reap the benefits of tourism and new jobs in order to invest in Aurora." (Source)
Arguments Against
- Charlie Richardson, Councilmember for Ward 4: "...purposefully confusing in order to induce a different outcome than the previous votes." (Source)
Lawsuit
Aurora citizens Jason Legg and Kristin Mallory of Aurora Residents For Transparency filed a lawsuit against the city of Aurora, arguing that the ballot language was misleading and ambiguous.
The petition was ultimately dismissed by 18th District Judge John L. Wheeler (an Owens appointee).
