Judicial District Level

This page contains information about all Colorado state judiciary appointments. It is part of the Colorado elections project.

The Colorado judicial system organizes courts into the state-wide Appeals Court and Supreme Court, and District and County trial courts into 22 Judicial Districts. (Municipal Courts are set up and run independently, their rules varying from municipality to municipality and their jurisdiction mostly limited to municipal codes.)

Judges in Colorado are appointed to vacancies on these courts using a merit selection system rather then elected to them on a political ticket. In general, state and local commissions nominate candidates for vacancies and a single candidate appointed to the judgeship by the governor (or Mayor in the case of Denver County courts) for a two year term.

Newly appointed judges then stand for retention in a general election in order to remain on the bench. If retained, terms vary from four years in County Courts, six years in District Courts, and ten years in the appellate courts. Judicial retention elections are held in general elections every other year, in even numbered years. All judges must retire by age 72.

Judicial performance evaluation commissions provide voters with evaluations on the performance of each judge up for retention in the general election in that year. You may participate in this process by removing judges through your vote, supporting specific candidates for appointment, and promoting judicial reform. As a Colorado resident you may also wish to serve on one of the various commissions that are part of the process.

Here is a map of the 22 Colorado Judicial Districts https://www.courts.state.co.us/Courts/Map.cfm

Judicial appointments for all courts were completed on June 1, 2018. Updates will be made monthly.
Summary of judicial commissions are under construction.
Updates were applied on July 9, 2017 to correct a few retention years in the Supreme Court, Gilpin County Court, and 17th District Court. Retention recommendations will be made in the year of the elections they will be held as soon as evaluation reports are made available.

Colorado Judicial Commissions

Judicial Nominating Commissions

https://www.courts.state.co.us/Courts/Supreme_Court/Nominating.cfm

Judicial Nominating Commissions are tasked with presenting the Governor with two or three candidates to fill a judicial vacancy. A single Supreme Court Nominating Commission for Supreme Court and Court of Appeals, and 22 District Nominating Commissions for District and County level. Denver County is not part of this system.

Each Commission must consist of a specific mix of lawyers and non-lawyers, party affiliation, and are required to fulfill certain residency requirements.

Commission members serve six-year terms. Non-lawyers, who are the majority of every nominating commission, are appointed by the governor. Lawyer members are appointed by joint action of the governor, attorney general, and chief justice.

Judicial Performance Evaluation Commissions

These commissions provide voters with evaluations on the performance of each judge up for retention in the general election. Members are appointed individually by the Governor, Chief Justice, president of the senate and speaker of the house.

Each evaluation report provides a 'retain' or 'do not retain' recommendation based on the opinion of the commission members. The commission members consider surveys (if any) taken by jurors, fellow judges, staff, and attorneys as well as recommendations, self-evaluations, in-court observations by commission members, interviews, and case opinions written.

These reports do not appear to deal with other issues such as how they deal with prosecutorial misconduct. Other than optional survey responses by attorneys, they do not deal with how the judge treats the poor and disadvantaged.

NOTE: Changes to the Performance Evaluation commissions are being phased in per http://leg.colorado.gov/bills/hb17-1303
