Ballot Issue 3A - Mill Levy Override

"Shall the Bethune School District R-5 taxes be increased by $170,000 annually, and by whatever additional amounts are annually raised thereafter, by an additional ad valorem tax lecy of 10.3 mills, commencing in tax year 2017 (for collection in fiscal year 2018), and continuing thereafter as provided by law, provided that such mill levy can be increased only if the current ratio for assessed valuation of residential property is reduced by the State General Assembly below the current ratio of 7.2% established pursuant to Sections 3 of Article X of the Colorado Constitution and which would result in a decrease in revenues from such mill levy;

The tax proceeds to be used for general operating expenses, specifically including, but not limited to:

1. Improve safety and security of students and staff required by law in the Clare [sic] Davis Safety Act.
2. Expand and enhance educational experiences of students through opportunities such as career and technical education.
3. General improvements and upkeep of facility and bus fleet.
4. Recruitment and retention of highly qualified teachers.
5. Upgrade materials and technology to enhance student learning.

Such tax increase to be an additional property tax mill levy in excess of the levy authorized for the district’s general fund, pursuant to and in accordance with Section 22-54-108, C.R.S., in excess of the levy authorized for the district’s general fund and shall the district be authorized to collect, retain, and spend all revenues from such taxes and the earnings from the investment of such taxes and the earnings from the investments of such taxes as a voter approved revenue change and an exception to the limits which would otherwise apply under Article X, Section 20 of the Colorado Constitution and applicable statutes?
