Ballot Issue 3A - Mill Levy Override

"Shall Buena Vista School District NO. R-31 debt be increased up to $29.5 Million with a repayment cost of up to $53 Million, and shall the district taxes be increased up to $2.9 Million annually, with the proceeds of such debt to be used for one of the following purposes:

  • For the purpose of constructing, renovating and equipping a portion of the middle/high school facility on the current campus site, with priority on classroom and instructional spaces;
  • Or, if utilized in conjunction with financial assistance from the state under the Building Excellent Schools Today Program (“BEST”), for the purpose of constructing, renovating, and equipping a new middle school/high school facility on the current campus site, with modernized academic, arts, and athletic facilities;

And shall the mill levy be increased in any year without limitation as to rate but only in an amount sufficient to pay the principal of and premium, if any, and interest on such debt or any refunding debt when due; the authority for such tax and mill levy increase to terminate when the debt or refunding debt is paid; such debt to be evidenced by the issuance of general obligation bonds or other multiple fiscal year financial obligations which may be sold from time to time or issued to the State Treasurer under the “BEST” Program in an aggregate amount not to exceed the maximum authorized principal amount not to exceed the maximum authorized principal amount and repayment cost, on terms and conditions as the district may determine, including provisions for redemption of the bonds prior to maturity with or without payment of the premium?
